Although i do get your point, you should not forget that these extreme weather events are something that didn't necessarily happen so frequently or in that magnitude in the past. For example, Bangladesh, which you mentioned, has experienced 185 adverse weather events. Many human lives were lost because of it and no warning system and infrastructure can protect them from a bigger magnitude earthquake.
