Cardano Contingent Staking

This gives cardano delegators and stake pool operators another option. this is the beauty of decentralization. This is how we continue to evolve. To me this really has nothing to do with KYC, sure you could include KYC with CS and keep regulators like the SEC happy, but this is decentralization at it's core. This is Cardano's mission and I love it.
